I guess you mean natural gas; unlike oil, natural gas is only extracted by Pemex but it is distributed by private companies. It means if you have a company that sells gas, yes you can. However, to prevent explosions due to unsafe gas storage practices, as a private citizen you can't distribute and/or sell gas to third parties. If you mean gas as 'gasoline' no you can't. Extraction and distribution of liquid fuels such as gasoline and diesel are reserved for Pemex only and are prohibited by law.
