yes and no. the backs fit fine, but the fronts will rub on the caliper bracket slightly.
it's bolted to a bracket in front of the motor, between the motor and the fans, slightly to the left.
Loosen the 15mm nut that holds the pulley to the bracket then back off on the 13mm adjuster bolt.

This happened to me on 12/29/07 while I was driving home. After I was towed, I found out it was welded on. The bracket had 2 holes but it was not screwed on, just welded. I took it to a shop and they drilled the holes that were on the bracket and put 2 screws in them. Now that the bracket was on all they needed to do was put the pedal back. I don't now if it is anything but he did say they ( Ford ) should NEVER have done it the first way. He thought it should be a recall, but I could not find anything about it.
