This red and itching rash may be due to an ingested allergen...such as food or drug. If you have never been tested for food Allergies, it is recommended that you do so. Celiac (destruction of the intestines due to allergy to gluten: especially wheat gluten) disease is hard to diagnose but I have seen bright red ears associated with the disease. Since the problem also includes a fever, you may want to take these symptoms seriously and see your doctor.
This sounds like an Varicose Vein. They are caused when the little one way valves inside the vein stop working and blood backs up in the vein, thus causing the swelling and itching and burning. They are not dangerous, and if they cause an ongoing problem, they can be surgically removed.
