You are probably itchy due to sweat and increased plood perfusion to the skin.
The sensation of an itch is caused by activation of sensory receptors located all over your skin. As you exercise, of course you sweat. This releases a combination of salt and water onto the skin which cound activate those receptors,
Same with the blood inside your body. During physical activity your cardiac output (how much blood your heart pumps per minute) increases five times the resting rate to approx. 25L/min.
Most of this blood during exercise goes to the muscles and skin - so the skin is getting 3,500ml of blood per minute as opposed to it's regular resting measurement of 1,000ml/min.
That's more than double the resting percentage.
If you are experiencing a rash of any kind that doesn't go away after a few hours after physical exercise, please see your doctor. Likewise if your itching is severe, or accompanied with other symptoms.

The quick answer is yes you can. Its just like any regular physical activity really if you do enough of it your body will become more used to the demands needed for the activity that you are doing really.

I would have to say shaving body hair would keep you cooler while you are doing physical activity. Especially if the body hair in question is being covered by a shirt, as in chest or back hair. The body hair essentially adds another "layer" under your shirt, effectively increasing the insulation surrounding your torso and ultimately increasing your core temperature.
