The foreskin should be able to be pulled back enough to expose the glans fully. You can actually begin to practice this before Puberty has begun. It usually manages to stretch as the penis grows and is being used. Many parents get their boys to move it back and forth during bath time in the warm soapy water. Some boys may find that the foreskin does not stretch enough to pull back over the glans fully, if at all. They should ask their Doctor for advice to see if they need a circumcision (removal of the foreskin) or other treatment. The foreskin protects the glans from damage and infection so it would be extreme to need a circumcision.

If you mean that you cannot pull your foreskin back to reveal the head of your penis, then you should consult a doctor. There are a few options that may help this; don't just jump to surgery as the solution. This condition won't prevent you from experiencing puberty, but at some point it is a condition you will want to address.
