pedal edema is the accumulation of fluids in the lower extermities (feet, lower legs). it is frequently diagnosed as being symptomatic of congestive Heart disease or failure, but can also result as a side effect of certain drugs (nsaid's, ssri's, androgens, estrogens, oral contraceptives...), trauma, thrombophlebitis or deep vein thrombosis, among other things. treatment may involve use of diuretics, dietary changes/restrictions, and/or management of any underlying cause.
