The term "420" refers to the use of marijuana and supposedly originated with a group of California pot smokers who met everyday after school at 4:20 to smoke pot together. Unless you mean "42" instead of "420," in which case 42 was the answer to "the question" in The Hitchhiker's Guide To The Galaxy.
Also note that most Police Departments 1st & 3rd Shifts have shift change around 4:20...So pot-smokers could organize to meet at 4:20 when most Police Officers are at the Office filling out paperwork before the next shift goes on duty.
