Ignaz Semmelweis (1818-1865) was a Hungarian doctor to first discover and practice this. He observed that, when he was working, the mortality rate of women giving childbirth was 30% in a hospital, but less of a chance at home. He theorized that his medical students were spreading diseases when they would handle dead bodies, and then the mothers. After he introduced hand washing, the Death Rate dropped to only 1%. But people didn't take him seriously until after he died.
Curious enough, in the Christain bible, it mentions cleanliness and in Numbers 19:13-17.
