Paper cuts are so microscopic, they are able to cut into the Epidermis, the outer layer of skin, where nerves are located. The paper cuts the nerve ending, which is the reason for the extreme pain. The paper, however, is not able to cut further into the skin, the Dermis, where the blood is.
