skinny people do not gain weight usually because they are anorexic (tend to avoid certain food , claiming they can not , or will not eat them , also starvation is involved. This means they eat, then force themselves to vomit it back up (actually this is bulimia , not anorexia), thus staying skinny. GET NO IDEAS.
BUT , some skinny people just have fast metabolisms , they eat lots and lots , but don't gain weight , [purely because their body needs so many calories to keep up with them , but they can never really consume this many calories because it is too many to fit in one day. So all the energy they consume is used for growth etc , but not stored as fat.

I'm not sure how tall this person is, but 95 pounds is very skinny for any girl of average height. If you genuinely feel that you eat a lot, don't exercise much, and still are extremely skinny, I would consult a doctor or at least a dietician.
The same way you normally gain weight. Stop exercising, eat really gross food, and eat a lot of it.
