Yes, you can. An emergency room can NEVER turn away anyone, whether it be for inability to pay, or type of injury, or whatever. There are a couple of things to be aware of, though.
1. You're seen in the order of importance of treatment. Obviously, people with more serious issues are seen before you, so you might be waiting for a very long time.
2. One visit can cost $500 or more, which you're billed later for. The cost of waiting can be pretty bad, obviously.
If you do have a regular doctor, but not a dentist, and this happens during the week, or you can get in contact with your regular doctor on the weekends, call them. Most doctors will be sympathetic with your needs regarding teeth, and will at least give you a prescription for the antibiotics you need, and maybe even some pain pills.
The big point is, it never hurts to ask your regular doctor for help.

Yes, however, you need to brush VERY softly around the abscess, rupturing it can cause infection and could potentially be fatal if not treated. More than likely that tooth will need to be extracted as once an abscess forms it is no longer salvageable through root canal therapy.
