First off I'm assuming you have the 3.8 litre V6. I have a 93 model Cougar and I'm assuming they didn't change that much. Your exhaust setup should have *2* mufflers alltogether. My best guess says that the manual means to remove the pipe from the muffler that's about in the middle of the underbody. There should be a muffler clamp right at the back of this muffler.
