Drugs are divided into classes depending on their medical value, as well as their potential for abuse. There are five classes of drugs with Class I being of the least value and highest potential for abuse and Class V being of most value and least potential for abuse. Class II drugs have a very high potential for abuse, but have medical value.
I think you are asking about what is known as a schedule II drug. A schedule II drug is available by prescription only. It requires a written, paper prescription with the doctor's DEA number on it in order to be dispensed. Also there are no refills allowed and if you need one you have to go back in each time to get a new paper prescription.
Hope this helped

No. Adderall™ is classified as a CII narcotic, which means it cannot be refilled. Even if the doctor accidentally writes refills on the prescription, most pharmacy computer systems have a failsafe that prevents such "refills" from being processed. Furthermore, prescriptions for CII narcotics cannot be faxed or phoned into the pharmacy, and some states have laws requiring them to be filled within a certain amount of time (sixty, ninety days, etc.) from the date written, else it is considered invalid.
