They are designed to be safe against intruders and small units, but they are not intended to forestall an enemy advance. In 1940 France and Belgium tried to use forts for that purpose, and the Germans were hardly slowed down. Forts are not too important in war. Like castles in medieval times, forts could always be taken by a determined enemy using siege tactics. When an enemy appears and surrounds a fort or a castle and begins to lay siege, the fort or castle becomes a trap.
