In Britain, the public library will usually have all dictionaries in the reference section, and are not for lending. You may find some dictionaries that are in a lending section. So there is not a hard and fast rule. All my searches are done on line, so my small collection of printed dictionaries are gathering dust on my shelves.

It means a book may be borrowed only if it is available in the library to which the member belongs. A book can't be borrowed and available at the same time. by tazzy mbems

Almost any kind of book can be borrowed from a library. The exception to this rule are books that are within the reference section (e.g. dictionaries, encyclopaedias, atlases, directories, etc); these can only be used within the library and cannot be removed.

Almost any type of book can be borrowed from the library, except for reference materials (e.g. encyclopedias, dictionaries, almanacs, atlases). Books in the reference section can only be used within the library. Some libraries - such as rare book libraries - may not allow users to borrow non-reference items due to their value.

The subject "book" does not agree with the verb "have." It should be "has" instead of "have" to match in number. The corrected sentence is: "The book I borrowed from the library has many pages falling apart."
A paperless library refers to a digital library (or e-library), where users can borrow library materials electronically. For example: instead of having printed books on shelves, a paperless library collection would have ebooks available for users to download and read. Items are still borrowed, so access to a borrowed ebook will still expire after a certain period of time (e.g. after three weeks after being signed out).
