I suppose Congress could pass some kind of act or resolution that says "We're tired of being independent. Could we pretty please be British subjects again?" But I don't see that happening anytime soon.

The DoI is pretty much a basis and guideline for Americans, much like the Constitution, but it was written not for this purpose. It was written so we would have a valid and solid reason for "dissolving the political bands" between Britain and the Colonies. It can't be changed like the Constitution, because it was really, in all its glory, a letter! ;D

However, I will say this........ It changed the world a lot. Dozens of countries made Declarations based on it.
