His presumed reason was that it would be an excuse for the U.S to enter World War 2 (which he had wanted to do from the earliest days of the war, but the Republicans in congress stonewalled this at every turn), thereby converting the crumbling U.S economy into full-on wartime production and extending the draft. All of these things helped end the Great Depression, which was his long-term goal since entering the oval office.

Basically, "he broke eggs to break an omelette" is the jist of the theory.
