Not really, it was rather the other way around. Memphis was the religious power hub in ancient Egypt and it was ruled by the priesthood, and back then the priests were really powerfull. Tut's dad, Akhenaten had upset the priests terribly by trying to start a new, monotheistic religion and when he died and Tutankhaton took over from queen Nefertiti, the priests in Memphis were still so upset that they even changed his name to Tutankhamon - to honour the old god Amon Ra and not his father's creation, god Aton - and guided his will quite a lot in taking political and military decision, also because he was fairly young.
