It was General McClellan's plans to end the rebellion, that although Scott found flawed, provided him the inspiration to develop his own large scale plan, the well known Anaconda Plan. Sounds like a confusion of two names, Jefferson Davis and Winfield Scott. Davis was the Southern president, and effectively General-in-Chief until near the end of the war. He sent Sidney Johnston to take command of the Confederate armies in the West - a brilliant soldier, killed in the first big battle. Winfield Scott was General-in-Chief of the Union (Northern) armies at the beginning of the war. He divided western command between Henry Halleck and Don Carlos Buell, before his own enforced retirement through old age and infirmity.

Four days after being commissioned as major general of the Ohio volunteers, he sent off a letter to then General in Chief, Winfield Scott. His letter of April 27, 1861 is noteworthy for being the first strategic plan by a Union general for carrying on the war on a large scale. General Scott had been one of the top military generals on the young USA, and made it clear to McClellan that it was seriously flawed. But it inspired Scott to reply to formulate a strategy of his own. This became the famous Anaconda Plan.
President Millard Fillmore was a Whig and sought to be nominated by the Whigs for the 1852 US presidential election. His attempt was blocked by members of his own party. Northern anti-slavery Whigs used their power to have General Winfield Scott be the Whig candidate. Scott lost the 1852 election to Democrat Franklin Pierce.
