Colonial leaders came together in this Congress to oppose British policies that restricted their rights and taxed them without representation in Parliament. Called by the Virginia House of Burgesses, delegates from all of the thirteen colonies ,except Georgia, gathered in Philadelphia. The 1st Continental Congress urged Americans not to import British goods and to form armed militia. But rather than advocate revolution, Congress called for "peace, liberty and security" within the British empire. The British Parliament saw the Congress as treasonous and ordered colonial governors to prevent another election. Yet the 2nd Continental Congress met in May 1775.
