No, there were no hotels in ancient Rome -- at least as we know them. A stranger could get lodging in some taverns or even in a side room or upper room of various businesses. However most people who traveled to Rome stayed with friends or relatives or even friends of friends as the lodging in public places was usually grossly inferior and home to fleas and lice. On the highways, though, the government maintained way stations where the imperial messengers could change horses, eat, rest etc. At these "mansios" there was always room for travelers to stop over.
