From the beginning of time it's people that create culture. Each culture has either a government or ruler that determines what's in and what's out! Also the environment in which people live such as the Alaskan Tundra, etc., the people there have to dress in furs and hides to stay warm, eat raw fish, hunt for whale, etc., while people in the Tropical countries can wear little, fish, build huts (due to hot weather and tropical rains) and so it goes. We live around our environment. In each group of people there is always a leader (good/bad) and most people are willing to live in peace and prefer it that way, so the powerful and the most energetic of the people end up often ruling groups, cults, countries.
