No I believe it doesn't mean the same thing.

ANSWERRACE AND ETHNICITY DEFINED
Race "is a category of persons who are related by a common heredity or ancestry and who are perceived and responded to in terms of external features or traits," whereas ethnicity often refers to "a shared culture and lifestyle" (Wilkinson, 1993,
p. 19; see also Borak et al., 2004, p. 242; Casas & Pytluk, 1995, p. 162).
Thus an individual may belong to a particular race without sharing ethnic
identity with others of that race. For example, the fact that two African
American people (or two American Indian, Asian, or Hispanic people) share
a common heredity or ancestry does not mean that they necessarily also
share the same ethnic identity (i.e., their cultures, values, lifestyles, beliefs,
and norms may be very different). Differences in ethnic identities across
people of the same race may be explained in terms of the processes of inter-
nal and external acculturation. You should not assume that two people who
share the same racial group will also share the same ethnicity.

Quoted by Dalton Conley of PBS.org
While race and ethnicity share an ideology of common ancestry, they differ in several ways. First of all, race is primarily unitary. You can only have one race, while you can claim multiple ethnic affiliations. You can identify ethnically as Irish and Polish, but you have to be essentially either black or white. The fundamental difference is that race is socially imposed and hierarchical. There is an inequality built into the system. Furthermore, you have no control over your race; it's how you're perceived by others. For example, I have a friend who was born in Korea to Korean parents, but as an infant, she was adopted by an Italian family in Italy. Ethnically, she feels Italian: she eats Italian food, she speaks Italian, she knows Italian history and culture. She knows nothing about Korean history and culture. But when she comes to the United States, she's treated racially as Asian.

What is an offensive comment against an ethnic group called if it can't be a racist comment because race and ethnicity are not the same thing right?

There does exist a broader concept of intolerance that is not based only on race, and that is xenophobia, literally meaning fear of strangers. However I will add that although race and ethnicity are not exactly the same thing, they are very close in meaning. A person who is hostile to a specific ethnic group can reasonably be considered a racist. But a person who is hostile to some other group, whether based on nationality, or religion, or sexual preference, etc., can be called xenophobic. Some people just don't like anyone who is different from themselves.

Is Korean one race?

NO. "Korean" is an ethnic group. Typically ethnic groups are determined by a common point of geographic origin and a common cultural/linguistic identity. This is something that Koreans share. Race is typically defined more broadly as people who share the same general physiological features. Koreans are typically seen as a subset of the Asian, East Asian, or Oriental Race.
