In the 1960's England and Virginia had a few differences. England did not have as much as Virginia.

That area of Virginia became West Virginia. West Virginia became the 35th U.S. state on June 20, 1863.

They don't stay with their parents. Before the baby hawks can fly the parents leave the nest until the next year leaving the babies alone. If they don't learn how to fly. . . their dead.

Red-tailed hawks typically reproduce once a year. Their breeding season usually occurs from late winter to early spring, with nesting often beginning in March or April. The female lays a clutch of 2 to 4 eggs, which she incubates for about 28 to 32 days before they hatch. After hatching, the young remain in the nest for about 6 to 7 weeks before fledging.
The now Atlanta Hawks were the Milwaukee Hawks from 1951-1955. They relocated to St Louis (becoming the St Louis Hawks) and played there until 1968 when they moved to Atlanta.

Clean them once the bluebird abandons the nest; usually after the babies leave the nest. If a sparrow or other bird starts making a nest over the current bluebird nest remove the materials of the nest in process. Do not clean out the bluebird house if the bluebird is still using the nest.
