There's so many different answers to this...

The short answer is that it'll fall on the whims of the manufacturer and/or issuing authority. In some cases, they may choose a name which they think invokes a sense of ferocity (ex, Panther tank, Tiger tank, King Tiger tank, Cobra helicopter, etc). In others, it may be for national heroes or historical figures (ex., Sergeant York SP antiaircraft gun, Abrams main battle tank, Patton main battle tank, naval vessels, etc.).

Who names military equipment?

Equipment are named by the procuring agency. For example the latest main battle tank is identified by a Model M1A1 and given the name "Abrams". The department may be different for an army versus an air force program. For weapons procurement years ago, a project was identified by a Number that only applies while it was in development or experimentation. When the equipment was approved for purchase, it was given a model number and name. Today, the Air Force will have a fly-off between 2 competitors and each competitor's entry will have a Model name. For example the F-22 and F-23 jets were competitors and the F-22 "Raptor" was awarded the production contract.
