It isn't a license, it's a tax stamp. There is no such thing as a "Class 3 license." The dealer that sells them must have an SOT, which is sometimes colloquially referred to as a Class 3 license, and the person buying the item must pay a $200 tax fee for each item. This is required no matter where you are in the U.S. per federal law. However, some states do not allow NFA (class 3) items.

You should also know that there are some restrictions on converting rifles. You should contact the ATF to see if what you want to do is legal. Doing the conversion without prior ATF approval can cost you 10 years or more in jail if you get caught with illegal NFA items.
