According to Gore: "... I went ahead and took initiative in helping to create the internet." The Internet was a US Military communications project back in the early 1970s. It was designed to allow communication between military installations in case of nuclear war with the USSR with all standard modes of communications obliterated. The idea was to make the network functional with parts of the network destroyed, such as major cities and military bases that would have been targeted. Al Gore did not contribute any technical expertise in creating the internet. However, while in the Senate, Gore sponsored the High Performance Computing and Communication Act of 1991, which laid led to the National Information Infrastructure, which Gore himself dubbed the "Informaton Super Highway." This network connected localities over high speed networks and evolved into the internet.
