Congress approved it but the Americans accused Roosevelt of trying to get them into the war and he skated the edge of the law. But once Pearl Harbor was bombed at the end of 1941 they forgot all their criticisms. The general populace could not understand the big global picture because they did not have global information access we have today. They did not even have television to SEE what was happening over in China and Europe.
