It wasn't a civilisation, it was the beginning of an empire as far as he was concerned.

He began by conquering territory in Eastern Europe, putting down resistance by Greek cities. By manipulating and bribing the weaker Greek city-states, he gained control of the Amphictyonic Council which influenced Greek cultural matters. He put down resistance by Thebes and Athens. He rallied the Greek cities by giving them a stake (promise of loot etc)in his grand plan to conquer the Persian Empire.

Unfortunately for him the assassin's knife took him before he launched that phase, and it was left to his sone Alexander to carry it out.
