After the wild days of Athens from about 440 BCE, they learnt that having the popular assembly make up policy on the run was not a good thing, leading Athens into defeat in the Peloponnesian War and loss of it's empire.

So a system developed where motions were put to the assembly by the Council and the assembly could vote yes or no for each motion, not make up their own wild schemes as they came up in discussions
