Germany saw him as a stalwart ally with whom they did everything in their power to keep faith. It is odd, given Hitler's overall racial ideology, that he saw the Japanese as an "heroic people" worthy of being Germany's equal partner in the world. Maybe Asia was just completely outside his classification system. To the U.S. and Britain Tojo was an enemy and a war criminal. He was tried for war crimes and executed after the war.
