American businessmen supported by the U.S. navy seized control of the government. Queen Liliuokalani yielded her power under protest and confidence that the U.S. would rightfully restore her. No vote for annexation by the public was allowed to take place and on August 18, 1898, sovereignty was transferred to the U.S. U.S. Congressman Francis Newlands created what became known as the Newlands Resolution, a resolution that apparently annexed the Hawaiian islands. But everyone knows that the U.S. Constitution Article I limits the power of Congress, basically stating that they have the power to control affairs in the United States whereas Article II, Sec. 2 states how only the President has the power to make treaties.
