It revived the vexing problem of the balance of power within the US Legislature. If new US States created by the acquisition of Alta California and Nuevo Mexico entered as slave states, slavery would be perpetuated for decades. If they entered under the condition of popular sovereignty (which most accepted as the best solution, what would stop them at a later date from changing their constitution to allow slavery).

Some wanted a stipulation that slavery would be forbidden in the newly created lands. This was impossible for the South to accept. The 1850 Compromise was like putting a band aid on a gaping wound, it might be better than doing nothing, but it did not solve the problem.
