There are different takes on this in the Genesis account. Verse 2 of Genesis chapter 1 would indicate that something cataclysmic happened to the earth sometime after God created it to cause it to become a formless lifeless mass (other scriptures, indicating possibly the results of a "war in heaven" - Rev.12:7-9).

Then, starting with verse 3 of Genesis 1, Jesus Christ, the Eternal Creator God of the Old Testament (John 1:3 & 10)... who said: "...I beheld Satan as lightning fall from heaven..." (Luke 10:18), RE-created the earth in preparation for man.

The only other explanation for Genesis 1:2, is that when God created the heavens and the earth in the beginning... He did a messy job of it... and had to come back later and REDO it! And that would indicate a less-than-perfect God... and therefore, no God at all.
