Sounds like you have too much fluid in the system. Or the sump could have a buildup of silt or other detritus in it that needs to be cleaned out. Drain the sump, clean the sump, then replace the recommended fluid into the sump. Make sure the cylinder(s) is fully retracted when you do this.

Now, while pulling down on the tube from the bottom of the car have a buddy tighten the bolt from the top or find a way to get your arm up to that bolt and tighten it. .
