There are over 2000 Egyptian gods known to us today by name. Most are just local deities. There is no specific least powerful god. However, logic says that the least powerful god may not be known to us by name, as he would have no cult, temple, or images.
As there is not a ancient Egyptian deity called "Horos" (Horus?) in Egyptian myth, Anubis would be it. If by "horos" you mean Horus, Anubis and Horus did not have any cause of conflict to determine who was more powerful so no one will ever know.
