Navy time, like most military units, is derived based on where you happen to be at the time (no pun intended), and what type of unit you're in (combat, support, overseas, etc.).

For example, on my old boat (stationed in Charleston, S.C.) we were on ROMEO time, which is U.S. Eastern Standard Time (or Daylight depending on the season). Once we got underway, we shifted to ZULU time, which is Greenwich Mean Time, the standard to which all military operating units perform missions to. When we returned home, we shifted back to ROMEO time.

Regardless of where you are or which time standard you're working to, military time is calculated on a 24 hour clock system, i.e., 12am to 12am. 1am is 0100, where 1pm is 1300, and so on.
