Why can't the people decide by majority rule? The Electoral College does not work on a nationwide total vote basis for selecting a US president. Bush had an edge in Electoral College votes. As an aside, if Gore had won his home state of Tennessee, he would have won the election. It's almost unheard of to lose in a candidate's home state. It seems the people of Tennessee knew Gore better than many voters.
