On January 13, 1846 President Polk ordered 4000 men, under Gen. Zachary Taylor to march from the Nueces River to the Rio Grande. On April 25, 1846 Mexican troops crossed the Rio Grande and attacked Taylor's command. Sixteen Americans were killed. In 1846 Gen. Stephen W. Kearny led 1700 troops over the Santa Fe Trail from Ft. Leavenworth to Santa Fe and captured Santa Fe. Taylor went on to more battles. On Feb. 22-23, 1847 his 5000 men attacked a Mexican force of 20,000 under Santa Ana. In total the war cost 13,000 American lives, most died from disease rather than battle.

How many people in Mexico will it take for the US government to intervene?

Many, many more. Mexicans are unwilling to accept US troops in their territory, as they are very proud - some would say stubborn - in this respect, not trusting American intentions whenever the military is involved. How can we blame them? Every time American troops have set up afoot on Mexican soil, Mexican people die.
