In respect to Germany in World War II, Hitler in fact only 'dictated' one country, Germany. While he certainly oversaw (and often formulated) all occupational administration policies, he ruled as dictator only his own country, with all of the conquered regions being governed by various military and/or political organizations. It should be noted, however, that portions of Poland and France were annexed to Germany as a result of Nazi conquests, while the remains of Czechoslovakia ('Bohemia') were governed as a 'Protectorate' by Hitler and his Nazi administration.
