The Purtians were a very strict faith and part of it was to take part in their colony a man had to be a member of the church. It does seem a contradiction, but many things are. Jefferson stated " all men are created equal " but owned slaves. The Purtians felt that they wanted to worship their way and part of that was to control who was active in their decisions.
