Rhode Island, because the state feared excessive control from a strong, central government. It was satisfied with the weak government under the Articles of Confederation. Also, it feared loss of political influence to states with larger populations. Under the Articles, there was unicameral legislation and each state had one vote. Also, all the states had to vote to pass an amendment. You can see why Rhode Island would not want to change this arrangement.
