It would be impossible for congress to write bills, debate them and pass them if the whole process had to be undertaken one bill at a time. Hence standing committees are formed made up of a workable number of members, and each committee works on the bills that fall into its category and then presents a recommended bill to the full house. This is done in either the House or the Senate, and then the bill is sent to the other house. If the bill is amended, a conference committee smooths out the differences and presents a bill that both houses are willing to pass. Many committees are working simultaneously on different bills to save time for the full house.
There are currently 100 Senate representatives, and 435 members of the House of Representatives.
The U.S. senate has 50 members. The ancient Roman senate had at least 600 members. But remember the senate of ancient Rome was not a legislative body as the U.S. senate. The Roman senate was basically a consulting body.
When bills are introduced, they are sent to a committee for study. Most of them are killed here and never get to the floor for a vote. Congress deals with many areas and splitting bills by subjects is necessary for practical reasons. No one congressman can be expected to be an expert in every area. Another, perhaps less desirable but important feature of committees is that they provide a way for senior Congressmen, particularly majority party members to wield power and control legislation. Committee chair positions and membership of important committees is made on a seniority basis.

That depends on what the joint committee is. Joint committees refers to a wide group of committees that share a common characteristic, that they have membership from both the house and the senate. Many joint committees are standing committees, which are permanent. At the same time, many joint committees arent permanent. So pretty much: Joint committees can be permanent, but dont have to be.

As many as asked.Technically, no Senator is supposed to serve on more than two major standing committees and no more than one minor standing committee. However, these rules are not strictly enforced; thus, we find some senators that serve on more than 3 standing committees altogether.
