Ans: Good question....if I recall right...Nov92 started with excess wetness and it just kept raining and raining and raining....the ground was "totally saturated" and the water was channeled to the streets, streams, rivers etc (combined as run off and rain) I m thinking it was around June before it caught up. Next year was similar and 2008 was worse ... 93 was supposed to be a 500yr event....yeah.
