This was a limited democracy which slipped into abeyance during and after the Persian invasion when the Council re-established its power after leading the resistance to the invasion. It was up to Ephialtes to re-establish the authority of the Assembly and widen its powers 50 years later, and again after his assassination for this, his deputy Pericles extended the franchise to all male citizens, regardless of property status.
