Originally to hold captured tigers. North & South Vietnam used to be rich in tigers & elephants, but all those high explosive bombs, rockets, and machine guns chased them out of the country. Just for your information South Vietnam (and some neighboring nations) have had automatic gunfire and explosions thru-out their countries (at least on and off) since 1941. 1941 through 1975 is roughly 34 years! 34 years of explosions, gunfire, and general warfare will chase out just about any wilderness animal.

Being cages, if they'll hold a tiger, then they'll hold a man. Tiger cages could also perform the secondary function of temporary holding cages. The 1970s film "Deer Hunter" starring Robert DeNiro had tiger cage scenes them; that movie was filmed in Thailand where material for those scenes were readily available.
