The earliest solid rocket fuel was a form of gunpowder, and the
earliest recorded mention of gunpowder comes from China late in the third
century before Christ. Bamboo tubes filled with saltpeter, sulphur and
charcoal were tossed into ceremonial fires during religious festivals in
hopes the noise of the explosion would frighten evil spirits.
It's probable that more than a few of these bamboo tubes were
imperfectly sealed and, instead of bursting with an explosion, simply went
skittering out of the fire, propelled by the rapidly burning gunpowder.
Some clever observer whose name is lost to history may have then begun
experiments to deliberately produce the same effect as the bamboo tubes
which leaked fire.

In the Early 1900s
After WW2 he developed three rockets for the US: the Redstone, the Jupiter and then Project Apollo's Saturn.
The A4-V2 rocket, the first rocket ever to reach space back in 1944, was developed by the Nazi government around 1938 and 1939. Sputnik Rocket, the first rocket to launch a payload into orbit back in 1957, was developed by the Soviet Union in the mid 1950s. Vostok 8K72K, the first rocket used to launch a person into space back in 1961, was developed shortly after the sputnik rocket. In 2012 the world will end
weapons/war
Rockets were first developed and used in China. By the 19th century, most European military powers had rockets available, although they were neither reliable nor accurate. Rockets, as we understand them today, were developed in the United States by Robert Goddard in the early 20th century. He received no government funding or recognition. They were developed in their modern military form in Germany during the second world war, building on Robert Goddard work as recorded in US Patents, which were and are publicly available documents. Subsequent advances were made initially by German scientists who moved to the US and USSR after WWII, then by government programs in the US, USSR and other countries. .

The first gunpowder-powered rockets were developed in Song China, by the 13th century.

Robert Goddard was the first to use liquid fuel in a rocket
The first people to use rockets were the ancient Chinese around 1200 AD for military and ceremonial purposes. They developed primitive gunpowder rockets that were used as weapons in battles and as fireworks for celebrations.
weapons to be used by the Germans during world war 2
Germany was the country that built the first rockets, specifically the V-2 rocket during World War II. These rockets were developed by the German engineer Wernher von Braun and were used in military operations.
They were called V-2 Rockets.
If you count the rocket propulsion developed by cephalopods, rockets have existed since the Silurian period.
