Eugenics programs often target racial minorities and people with disabilities. The idea behind this is to remove these people from the gene pool.
FDR's New Deal depended heavily on support from the Southern bloc of Senators and Representatives. But they were committed to White Supremacy and Jim Crow Laws in the South. FDR's programs did help some minorities get jobs but he basically did nothing to advance the cause of Civil Rights. He refused to support a federal anti-lynching law and he tolerated racial segregation in government work programs. At first, most of the New Deal programs targeted men because they considered them the head of the household. Later programs included women.
