No, Vietnam is a sovereign nation. From 111 BCE until 39 AD, China ruled Vietnam. Four years later, China reconquered Vietnam and ruled for another 5 centuries before being driven out. Then from 602-905 AD China ruled Vietnam again. Then there was the short lived "Fourth Chinese domination" that lasted for 20 years in the 15th century. China invaded Vietnam for about 4 weeks in 1979, but pulled out with no clear winner (The Vietcong managed to hold onto Cambodia while China successfully destroyed Vietnam's offensive capabilities in the North).

tl;dr: Vietnam is not currently part of China, but has been in the past.
