According to the Wikipedia article on Pretenders, found by using the link below, just about every royal family in Europe is descended from Byzantine emperors, as are many families of nobility, and a number of common families. Figuring out which person is best claimant would probably be a bit of a problem, partly because there are too many, partly because records are imperfect, and partly because many people would not really care enough to act on the idea.

Harald Hardrada, born around 1015 in Norway, was the son of King Sigurd Syr and a member of the royal family of Norway. He spent much of his early life as a warrior and mercenary, notably serving in the Byzantine Empire as a commander of the Varangian Guard. Harald was also known for his marriages, including to Tora Torbergsdatter, which strengthened his political alliances. His lineage and military prowess ultimately positioned him as a significant claimant to the English throne in 1066.
